Description

The Army Contracting Command – New Jersey (ACC-NJ) hereby issues this Request for Information (RFI) for the Department of the Army Criminal Investigative Division (DACID)Biometrics Operations Division (BOD). This is a Request for Information (RFI) only as defined in FAR 15.101 (c ). The purpose of the RFI is to gain knowledge of the interest, capabilities and qualifications from the industry that can be used to satisfy this requirement for information and planning purposes only; it is not to be construed as a commitment by the Government. It does not constitute a Request for Proposal (RFP) or promises to issue an RFP in the future. Responses to this notice shall not be construed as offers and cannot be accepted by the Government to form a binding contract. The U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI will not preclude participation to any future RFP if issued. The type of solicitation will depend upon the responses to this RFI.

OBJECTIVE OF THE RFI ACC-NJ on behalf of the DACID BOD hereby issues this RFI to survey the market for potential contractors capable of executing the Examination Support Services requirement.

BACKGROUND The planned acquisition is to award a new Firm-Fixed Price contract to provide Joint, Interagency, Intergovernmental, and Multinational Partners biometric and latent identification capabilities and expertise in support of the National Defense Strategy. As such it includes but not limiting to the following tasks: manages the master repository of biometric and latent data and non-intelligence associated information, as well as the means to exchange the data and information with other United States Government (USG) agencies and coalition partners, in conformance with existing regulations and statutes governing the release of classified and controlled unclassified data; develops standards, processes, and procedures for biometric data archiving, caching, and tagging; develops and maintains continuity of operations and disaster recovery for the biometrics data transport; operates the capability to rapidly store and match biometric samples submitted by the Department of War and other Government agencies; supports biometrics Science &Technology (S&T) research and engineering efforts for the Department of War and other USG sponsors in support of the DoD S&T roadmap.

PERIOD OF PERFORMANCE (POP) The

period of performance for this effort is estimated to have a base period of twelve (12) months plus up to four (4) twelve (12) month option periods.
