Sole Source to United Contamination Control, Inc. for O2 CLEANING SERVICES OF PRESSURE GAUGES, As Stated in the Statement of Work and All

Attachments. DECSRIPTION: Pressure Gauge NON-MAG QTY: 450 This procurement is Sole Source to United Contamination Control, Inc. for O2 CLEANING OF PRESSURE GAUGES. This action is executed under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as services are available from only one responsible source and no other type of supplies or services will satisfy agency

requirements. NSWC PCD is the designated depot and technical authority for all EOD Diving and Life Support underwater breathing apparatus (UBA) components. During a recent end-of-life procurement, part number 1120-012 was acquired from the original manufacturer, EATON, with the contractual requirement that the parts be delivered O2 cleaned for use in the MK 16 Mod 1 and VIPER UBAs. Upon receipt, EATON failed to provide the required

Objective Quality Evidence (OQE) to certify this cleaning was performed. To comply with SEA00C's continued certification standards, these parts cannot be placed into service or inventory without documented proof of O2 cleaning. To resolve this deficiency, NSWC PCD conducted market research by soliciting formal quotes from four vendors in the industry: DP Industries, General Dynamics Information Technology, Chase Defense, and United Contamination Control (UCC). The other three vendors formally declined to bid, stating via written correspondence that their facilities lacked the specific capabilities for this process; only UCC possessed the unique qualifications and clean-room facilities necessary to perform the required service. This gauge is now in extremis. There are critical backorders at NAVSUP, which directly impacts fleet readiness. Delays in certifying these parts will prevent the restoration of mission-capable MK 16 UBAs, likely leading to the submission of high-priority Casualty Reports (CASREPs) and a degradation of EOD operational capability.
