Requirements at the Dredging Material Management Area in Fort Eustis, VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% Total Small Business Set-Aside. The applicable NAICS code is 237990 for Other Heavy and Civil Engineering Construction, with a Business Standard of $45M. of Z2KF – Repair or Alteration of Dredging Facilities. Disclosure of the magnitude of construction project cost: Between $5,000,000 and $10,000,000. Project Description: Provide labor, material, and equipment to perform the following: This project is for a Design-Bid-Build construction of maintenance
requirements at the Fort Eustis Dredge Material Management Area, located at JBLE - Eustis with provisions to include: Regrading/raising the disposal site berms to an elevation of 36 ft. The berms are currently at elevation 34 ft and have settled in some areas to below 34 ft. The berm circumference is approximately 1.5 miles long. The work will also include the relocation of two existing spill boxes 50 - 60 feet from their current location into the disposal site. The existing access dirt and stone access ramp will need to be regraded, as well, to meet the new top-of-berm elevation. All material needed for the project is available within the disposal site. The IFB and accompanying documents will be issued electronically and will be uploaded to PIEE website (https://piee.eb.mil) and accessible via SAM.gov approximately in May 2026. Telephone calls or written requests for the IFB package will NOT be accepted. Prospective bidders are responsible for monitoring SAM.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
