Description

THIS NOTICE SERVES AS THE 15 DAY PRE-SOLICITATION NOTICE PRIOR TO ISSUANCE OF THE FORMAL SOLICITATION. DESCRIPTION: The Department of Veterans Affairs (VA), (CFM), has a requirement for Project Number 657-507, Correct Seismic Deficiencies for Building 14, Marion VAMC, Illinois. The contractor shall provide all planning, labor, materials, equipment, supervision and expertise required for the complete construction of the new boiler plant (Building

14) as well as the demolition and removal of the existing plant, both of which reside on the grounds of the VA Medical Center (VAMC) in Marion, IL. The contractor shall refer to the Project #657-507, Correct Seismic Deficiencies B14 plans and specifications for details on all

requirements of construction. All work will be performed in accordance with this SOW, the project documents as well as all applicable local, State, Federal and VA codes and standards. TYPE OF CONTRACT AND NAICS: This acquisition will result in one (1) Firm Fixed Price Contract. The contract

period of performance is anticipated to be Five Hundred Forty-Eight (548) calendar days from issuance of the Notice to Proceed (NTP). The North American Industry System (NAICS) code is 236220-Commercial and Institutional Building Construction, with size standard of $45,000,000. TYPE OF SET-ASIDE: This acquisition is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) competition. CONSTRUCTION MAGNITUDE: In accordance with VAAR 836.204, the magnitude of this construction project is anticipated to be between $20,000,000 and $50,000,000. SELECTION PROCESS: The proposals will be evaluated using a Best Value source selection process. This is a one-phase Design-Bid-Build procurement process. Potential offerors are invited to submit their performance and capability information as will be described the Solicitation for review and consideration by the Government. Evaluation Factors are anticipated to include Organizational/Technical Approach & Schedule,

Key Personnel, Relevant Experience, Past Performance, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum

requirements of the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest.
