The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department, Code 02 intends to award an IDIQ contract for the purchase of the Mk 200 Mod 1 Propelling Charges on a limited source basis to vendors within the National Technology and Industrial Base (NTIB) as defined in 10 U.S.C. § 2500 and further restricted to United States (US) and Canada. The Mk 200 Mod 0 Propelling Charge replaced the Mk 67 Mod 3 Propelling Charge as the primary round for the Mk 45 5” Gun Weapon System. The Mk 200 Mod 1 is a modification to the current Mk 200 Mod 0 Propelling Charge intended to increase the availability of propelling charges that are compatible with the Mk 45 Gun Weapon System, main gun weapon for the USN Surface Fleet . The MK 200 Mod 1 uses a cartridge case made from brass as opposed to steel like its predecessor, the Mod 0 variant, to increase the supply of cartridge cases for the propelling charges. This acquisition is being pursued under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services competition will be limited to satisfy agency
requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
