26-98 Title: Sources Sought Notice for Outdoor Liquid Nitrogen Delivery System Upgrade The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs.

BACKGROUND NIST has a state-of-the-art research laboratory on its Boulder campus (the Katharine Blodgett Gebbie Building) to support the most sensitive research done at NIST. To support research activities on the Boulder campus, NIST maintains a liquid nitrogen tank, fill station, and delivery system outside of the Katherine Blodgett Gebbie Building. NIST seeks to upgrade the outdoor liquid nitrogen delivery system by (1) Replacing the Adjustable Pressure Phase Separator (APPS), and (2) Replacing the current Liquid Nitrogen Fill Station with an Automated Liquid Nitrogen Fill Station. Replacement shall include removal of the existing units, as well as installation and on-site testing of the new APPS unit and new Fill Station.

Requirements for the upgrade to the outdoor liquid nitrogen delivery system: The APPS unit shall receive low temperature, high pressure nitrogen from a permanent transfer line at its input. The APPS unit shall separate the received nitrogen into liquid nitrogen and nitrogen gas. The APPS unit shall deliver liquid nitrogen at a reduced pressure to a permanent transfer line at its output. The fill station shall transfer liquid nitrogen from a nitrogen fill tank supply line to standard commercial dewars (e.g. 196 L and 230 L) via the dewar’s liquid fill port. The fill station shall collect the exhaust from the dewar’s vent port. The fill station shall monitor the exhaust contents such that the fill can be automatically shut off when the dewar is full. The system shall comply with all relevant codes, regulations, and safety
