BACKGROUND: The Astrea contract, a follow-on to the Spectrum contract, will produce a database that provides a system of data, parameters, and models that allow for the characterization of effective reflectivity, emissivity, and radiance as a function of arbitrary source, sensor, and target geometry, while estimating the errors associated with the computed values. It is contemplated that the solicitation will be posted to the CLASSIFIED Intelligence Community-Acquisition Research Center (IC-ARC) website https://acq.nro.ic.gov.
