Description

This is a special notice prepared in accordance with Defense Federal Acquisition Regulation (DFARS PGI) 206.302-1(d), "Only one responsible source and no other supplies or services will satisfy agency

requirements." The U.S. Army Corps of Engineers, Walla Walla District, is executing a firm-fixed-price contract to perform a life safety upgrade at McNary Dam. A critical component of this project is the integration of a new smoke control system. This requires installing new controllers, sensors, and programming logic that must interface directly and natively with the existing facility-wide Direct Digital Control (DDC) system. The existing system is built on the proprietary Tridium Niagara Framework using Honeywell JACE 8000 hardware. Due to these strict integration

requirements, the Government intends to specify the use of an authorized Honeywell/Tridium integrator. The statutory authority for this brand-name justification to be made as a part of the larger construction effort is 10 U.S.C. §3204(a)(1) as implemented by FAR 6.103-1(b), Application for Brand-Name Descriptions. The Government intends to solicit the Construction action in June 2026. The NAICS code is 237990 Other Heavy and Civil Engineering Construction. The associated Small Business Size Standard as defined by the U.S. Small Business Administration is $45 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR BIDS. This is a notice of intent to procure services from a brand-name source. The Government is seeking information from responsible sources who can provide a solution that is fully and seamlessly interoperable with the Honeywell JACE 8000 hardware and the existing Tridium Niagara Framework infrastructure at McNary Lock and Dam. Interested parties must provide a statement of capability with clear and convincing evidence that their proposed alternative solution can integrate natively with the existing Tridium Niagara system without the need for custom gateways, middleware, separate proprietary software platforms, or additional specialized training for Government personnel. The response must demonstrate how the alternative can achieve full functionality for all monitoring, sequencing, and alarming from the central Niagara station without voiding the existing system's warranty. If no affirmative written responses demonstrating such capability are received by 10 AM PST, on

09 April 2026, a solicitation will be issued that includes the requirement for an authorized Honeywell/Tridium integrator. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Electronic responses shall be submitted via email to [email protected].
