Description

a Sole Source Award to Bloomberg Finance L.P.The U.S. Department of Energy (EIA), Energy Information Administration (EIA), intends to issue a sole source award to Bloomberg Finance L.P. in accordance with Federal Acquisition Regulation (FAR) 6.103-1, Only one responsible source and no other supplies or services will satisfy agency

requirements. The EIA requires Bloomberg Professional Services to include renewal support of EIA’s Bloomberg Anywhere and Physical Terminal Licenses. These licenses provide industry-standard broker/dealer access to EIA Analysts, which cannot be obtained anywhere else. EIA Analysts rely heavily upon Bloomberg data and tools, such as, the quarterly Liquefied Natural Gas (LNG) market updates, and LNG netbacks, spot and forward prices for global gas, Russian gas flow dynamics, shipping issues and constraints, European gas demand, and Asian and European weather updates. These Bloomberg licenses also provide EIA with access to the latest information, data, and news stories related to energy markets. The data from the Bloomberg Professional service may also be used in EIA’s Daily Energy Report, Weekly Petroleum Status Report, Today in Energy, and other publications. The anticipated performance period for this license renewal support will include a base year and up to four option year periods.This notice of intent is for information purposes only and not a solicitation or request for quotes. All responsible sources eligible to meet this requirement must respond in writing by the closing date and time of this notice. The written response must be supported with strong and convincing evidence that clearly articulates the company's ability to satisfy the Government’s requirement needs as outlined above. A request for documentation or general capability statements will not be considered as an affirmative response. If no responses that can demonstrate comparable capability are received by the notice due date and time, then a sole source procurement award will be made.
