The Southwest Regional Maintenance Center (SWRMC) intends to issue Request for Proposal (RFP) No. N5523626R0006 for the execution of the Preservation, Hull, Mechanical, and Electrical/Electronic Repairs for VBSS BOATS 11MRX1101 11MRX1102. The Preservation, Hull, Mechanical, and Electrical/Electronic Repairs for VBSS BOATS 11MRX1101 11MRX1102 is anticipated to take approximately twelve (12) months beginning in May 22, 2026 through May 21, 2027. The repairs shall be performed pier side at a contractor’s facility within a 125-mile radius of Naval Base San Diego. If the Navy issues a solicitation for the Preservation, Hull, Mechanical, and Electrical/Electronic Repairs, the acquisition and solicitation-to-award process shall abide by Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) guidelines. The Government anticipates awarding this effort as a supply contract whereas the supply equates to the procurement of a repaired, mission-ready VBSS Boats 11MRX1101 and 11MRX1102 to be returned to service to the Fleet. The anticipated
scope of work includes all labor, supervision, production, testing and quality assurance necessary to prepare for and accomplish the Preservation, Hull, Mechanical, and Electrical/Electronic Repairs. Crafts 11MRX1101 and 11MRX1102 were built by United States Marine Incorporated (USMI). USMI considers construction drawings, referenced by the Statement of Work, to be proprietary. To receive drawings for bidding and repair services, bidding contractors must contact USMI directly to receive permission and establish any USMI non-disclosure agreements. SWRMC is unable to provide any USMI references included in REF 2.10-2.37 for repair and bidding purposes All west coast area sources must be able to obtain the references and drawings listed in the statement of work from the VBSS boats original equipment manufacturer-(USMI) for bidding and repair services. The successful offeror will be required to have a SWRMC approved Quality System (IAW NAVSEA Standard Item 009-004), approved and in place at time of contract award. The Navy will issue the solicitation electronically on https://piee.eb.mil and www.Sam.gov and interested parties must comply with that solicitation
requirements and instructions for proposals. Interested offerors are hereby encouraged to monitor https://piee.eb.mil and www.Sam.gov for the anticipated release of the solicitation and any associated amendments. Offerors shall be registered in the Solicitation Module in Procurement Integrated Enterprise Environment (PIEE) and System for Award Management (SAM) in order to be eligible for award. This synopsis is issued in accordance with FAR 5.101(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any
questions submitted or information provided in response to this notice. The Government anticipates issuing a competitive Firm-Fixed Price (FFP) solicitation in March 2026. The RFP will be a Total Small Business Set-Aside and the applicable North American Industry System (NAICS) code is 336611, Ship Building and Repairing (a small business must have 1,300 or less employees).
