Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part RFO FAR 12.102(a), Only One Responsible Source for the following items listed below. requirements: The Laboratory Medicine department requests a one-year purchase order for Abbott analyzers and associated proprietary test kits required to support point of care (POC) molecular testing for COVID 19, Influenza A/B, RSV, and Strep A at Community Based Outpatient Clinic (CBOC) locations. The supplies consist of one-time promotional analyzer/test pack bundles and standing order replenishment test kits. The Government s minimum requirement is for rapid, CLIA waived, decentralized molecular testing with turnaround times under 15 minutes for multiple respiratory pathogens. The Abbott platform is the only instrument that meets all of these needs in a compact, exam room appropriate footprint suitable for CBOC deployment. A firm fixed price contract with no options is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This is not a Request for Proposal; this is a Notice of Intent to Sole Source requirement.
