The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

  • (i) Price
  • (ii) Technical Capability The Government will conduct a price analysis of all quotes received. Through this technique, the Government will determine whether the price is reasonable, complete and realistic. The Offeror shall submit with their quote, a clear, and concise Technical Capability Narrative that includes sufficient detail to substantiate the validity of the Offeror’s stated claim(s) that they are able to meet the requirement. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the

requirements of the PWS. Wage Determination No. 2015-4159, Revision 32 dated 05/13/2026 applies to this procurement. If there are any
