Description

This purpose of this pre-solicitation notice is to publicly synopsize the requirement for the National Geospatial-Intelligence Agency (NGA) Oracle Software and Services. NGA intends to solicit a sole source, firm fixed-price Basic Ordering Agreement for a five-year term. 50 U.S.C. § 3024, as amended states that “the Director of National Intelligence (DNI) shall, in consultation with the heads of departments and agencies of the United States Government containing elements within the intelligence community and with the Director of the Central Intelligence Agency, coordinate performance by the elements of the intelligence community within the National Intelligence Program of such services as are of common concern to the intelligence community, which services the DNI determines can be more efficiently accomplished in a consolidated manner.” Executive Order 12333, as amended authorizes the DNI to designate, in consultation with affected heads of departments or Intelligence Community (IC) elements, one or more IC elements to develop and to maintain common services on behalf of the IC if the Director determines such services can be more efficiently or effectively accomplished in a consolidated manner. Under this contract, the contractor shall provide proprietary software and related services for the entire Intelligence Community (IC). The software enables IC Elements to begin consuming collaboration on the Unclassified domain and enables information sharing and collaboration on the Top Secret and Secret domains.
