questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below. The United States Army Corps of Engineers (USACE) Seattle District anticipates solicitation and award of a Firm-Fixed Price contract resulting from Request for Proposal (RFP) W912DW-26-R-A013. This requirement is to construct a Secure Operations Facility at Joint Base Lewis McChord (JBLM), Washington. This Request for Proposal (RFP) is available to all business firms with active SAM registration under North American Industry System (NAICS) Code 236220, Commercial and Institutional Building Construction. Construction magnitude is estimated to be in the range of $100,000,000 and $250,000,000. 100 percent payment and performance bonds will be required. Construct a 34,200 square footage non-standard Secure Operations Facility consisting of a nonstandard design All Domain Operations Center (ADOC) and Tactical Secure Vehicle Area (TSVA) on Joint Base Lewis-McChord, Washington. The TSVA will contain multiple organizational vehicles communicating with satellite systems and connecting to the ADOC to ensure a 24/7 operational capability. The ADOC will have multiple levels of security areas/zones for administrative, training, and operational
requirements. It will contain multiple work areas, planning operations, team rooms, classrooms, server rooms, storage, equipment repair areas, command, and administrative areas. Primary duties include covered parking structure for vehicles, driveway and sidewalk pavements, building demolition, utility demolition, construction of new utilities, site security features, and all site work required to support the new facility.
