for Laboratory Analysis of Soil, Sediment, and Water testing in Organic and Inorganic ParametersThis announcement constitutes a Sources Sought Synopsis and is for informational purposes only. This is not a request for quote (RFQ) nor a request for proposal (RFP). This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.This announcement is for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the facility, experience, technical level of expertise, administration, and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation¿s overall procurement strategy. This requirement is to obtain contractor services for laboratory analysis of inorganic and/or organic parameters in water, sediment, and soil in accordance with the attached Performance Work Statement. The Contractor shall analyze the Reclamation provided samples using approved Environmental Protection Agency (EPA) or other approved methods and report the results of the analysis to Reclamation¿s Environmental Monitoring Branch in Sacramento, CA.The North American Industry System (NAICS) Code for this acquisition is 541380 ¿ Testing Laboratories and Services. The small business size standard under this NAICS code is $19.0 Million. Interested contractors may submit capability statements that include the following information: 1. Company name, address, SAM.gov UEID, and

point of contact name and email address.2. Confirmation of registration in the System for Award Management (SAM).3. Business size and if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.). 4. Information that would demonstrate that your business has the capability and resources to meet the contract tasks as described above. 5. Recent and relevant past performance on similar work and indicate how your firm can perform these services. If none, indicate as such. A lack of past performance does not preclude contractors from indicating positive interest.6. Your intent to submit a quote if a solicitation is issued.7.
