This is a notice of the Government's intend to award a Sole Source purchase order under the statutory authority of 41 U.S.C. 1901. For purchases not exceeding the simplified acquisition threshold (SAT),

Contracting Officer determines that the circumstances of the contract action deem only source reasonably available . The requirement is to continue the participation in the federal transit subsidy program by providing Metro's SmartBenefits and paper farecards to employees at the United States Court of Appeal of Armed Forces(USCAAF) beginning August 1, 2026 to July 31, 2027 for the use of WMATA Metrorail, Metrobus, as well as DC Circulator, Metro-registered van pools, DASH, Ride On, Fairfax Connector, CUE, Loudoun County Transit. The Mass Transportation Benefit Program (MTBP) will be used for commuting between home and work as well as work-to-work within the NCR. The Notice of Intent is Not a request for proposals or quotations. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
