Description

This is a sources sought notice prepared in accordance with the solicitation format in FAR Part 12, as supplemented with additional information included in this notice. The Division of Acquisition Policy (DAP) at the Department of Health and Human Services (HHS), Indian Health Service (IHS) wants to identify businesses that can provide the IHS , Division of Clinical and Community Services, with services outlined in section

  • (vi) below.
  • (ii) The solicitation number 75H70426Q00043 is being issued as a Sources Sought Notice.
  • (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
  • (iv) Pending sufficient industry responses, the Government intends to issue a combined RFQ following the closure of this sources sought notice. Pending insufficient industry response, a Sole Source award with a previously identified vendor will be pursued. The NAICS code for the requirement is 611699, All Other Miscellaneous Schools and Instruction, with a small business size standard of $16.5M.
  • (vi) IHS seeks professional assistance with the following professional services (training) type requirement: Mental Health First Aid (MHFA) Instructor Certification Training services to support the Indian Health Service (IHS) Health Education Program and improve staff capacity to deliver evidence-based mental health education and early intervention training within tribal and urban Indian communities. Associated Statement of Work is attached. Please ignore the specification of Rockville, MD as the

Place of Performance. Any location within the USA is acceptable (work will primarily be performed at the contractor’s location). SAM now requires a selection for the City and State. (vii) The

Period of Performance will start from the Date of Award. Anticipated award is for a BASE + Two (2) Option Periods (annual). The work is to be performed from the Contractor site. The acceptance term for the services and

deliverables to be provided is FOB Destination.
