This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopsis of Proposed Contract Actions.

This is not a solicitation. Offerors should not submit proposals until the solicitation is posted to SAM.gov. The Department of Defense Education Activity (DoDEA) requires customizable information center materials selection and acquisition services to ensure the collection needs of each school are met. The selection and acquisition services include a customizable web-based selection and acquisition tool, pre-processing, Machine-Readable-Cataloguing (MARC) records, shipping, invoicing, data/reports management, technical support, and related product training. DoDEA also requires a Contractor-hosted eBook platform that can interface with MackinVision and can authenticate through Google login. DoDEA expects to make one award. The applicable North American Industry System (NAICS) code is 611710 (Educational Support Services), and the applicable (PSC) is 7610 (Books and Pamphlets). Interested offerors must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their proposals. DoDEA intends to issue solicitation No. HE125426RE021 in support of this requirement. This requirement will be procured using FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 15, Contracting by Negotiation.
