Verify on SAM.govFR26RDI20000000023 - NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS A NOTICE OF INTENT (NOI) TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Federal Railroad Administration (FRA) intends to award a sole-source contract to the MITRE Corporation to provide Rail Information Sharing Environment (RISE) Program Development Support Services as a follow-on requirement to continue work previously performed by MITRE under Contract No. 693JJ624C000049 during the base performance period. RISE is a voluntary, non-regulatory, non-punitive, data-driven railroad safety partnership between FRA and railroad stakeholders. Under the RISE data trust model, participating railroads voluntarily share operational and safety-related data and collaborate with FRA to analyze risks and address complex railroad safety challenges. Continuity of program governance, stakeholder engagement, and data-trust architecture is essential to avoid duplication of cost, schedule delays, and risk to analytical integrity. AUTHORITY This sole source action is conducted under 41 U.S.C. § 3304(a)(3), as implemented by FAR 6.302-3, 'Industrial mobilization; engineering, developmental, or research capability; or expert services,' and FAR 6.302-3(a)(2)(ii), which permits the establishment or maintenance of an essential engineering, research, or development capability to be provided by a federally funded research and development center (FFRDC). No solicitation or request for quote is available.
PERIOD OF PERFORMANCE The contemplated award will include a 12-month base period, followed by two (2) 12-month option periods, for a total potential
period of performance of 36 months, if all options are exercised by the Government. RESPONSE INSTRUCTIONS This Notice of Intent is not a request for competitive proposals; however, interested parties may submit a capability statement that clearly demonstrates the ability to perform the RISE continuation effort without disruption, duplication of cost, or loss of program continuity. Capability statements must be received no later than 15 calendar days from the date of posting, by 2:00 PM Eastern Time. Oral communications will not be accepted.
