The Department of Defense is procuring Contractor Engineering Technical Services (CETS) for the E-2D Advanced Hawkeye aircraft and the AN/APY-9 Airborne Early Warning Radar System. Lockheed Martin will provide on-site support at two Fleet shore activities, Norfolk, VA and Point Mugu, CA, including technical expertise, instruction, and training for Navy personnel. This contract is being awarded on a sole source basis due to Lockheed Martin's unique knowledge and expertise as the original equipment manufacturer.

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a contract to Lockheed Martin, 1801 State Rt 17 C, Owego, NY, 13827 (Cage Code:
03640) on a sole source basis in accordance with 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency
requirements. This requirement provides Contractor Engineering Technical Services (CETS), specifically Contractor Field Services (CFS), in support of the E-2D Advanced Hawkeye aircraft and associated AN/APY-9 Airborne Early Warning Radar System.This effort consists of two (2) CFS personnel providing on-site support at two (2) Fleet shore activities: Norfolk, VA and at Point Mugu, CA. Lockheed Martin (LM) is the original designer, developer and manufacturer of AN/APY-9 radar and retains unique, proprietary knowledge of the system?s architecture, integration, and performance parameters. As the Original Equipment Manufacturer (OEM), LM possesses the specialized engineering expertise, configuration baseline knowledge, and system level insight required to perform maintenance, troubleshooting, and reach-back support for advanced engineering support for the AN/APY-9 radar.The required services include providing technical expertise, instruction, and training to Navy military and civilian personnel in the installation, operation, and maintenance of the AN/APY-9 radar system, its associated systems, and support equipment to diagnose and resolve complex and non-routine technical issues. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within fourteen (14) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
