Description

This Justification and Authorization Memorandum (J&A) is for replacement of transformers USS #1, #2, #3. The current transformers were commissioned over 30 years ago and are at risk of critical failure due to its age and increased usage. Due to increased mission activities, additional manpower was assigned to the building which has increased the usage of electricity. The NAVFAC team has replacement of these vulnerabilities planned by slowly phasing-out the outdated electrical components starting from Main Switch Gears (MSG). During a routine testing of the newly installed MSG #1 utilizing USS #1, an unexpected internal malfunction resulted the failure of USS #1. To mitigate, USS #2 and #3 is now operating at increased capacity in conjunction with MSG #2 and #3. Without the functioning of USS #1, MSG #1 can’t be tested for certification and cannot be put into operation. This failure has delayed replacement of MSG #2 which is a requirement of the Contract.
