This bridge action is necessary to ensure the continuity of essential VIPC 2.0 services currently supporting multiple MDA functional organizations. A lapse in service would result in mission degradation and unacceptable schedule disruptions while the competitive award of the follow-on contract, VIPC 3.0, is completed. This action is being conducted pursuant to the authority of 10 U.S.C. 3204(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency
requirements," citing unacceptable delays in fulfilling the agency’s
requirements. A competitive follow-on contract (VIPC 3.0) is currently under evaluation, but the source selection and subsequent transition will not be completed before the current contract expires on April 14, 2026. This bridge extension is essential to prevent a critical gap in mission-essential services. The incumbent contractor, Intrepid L.L.C., is the only source capable of continuing performance without incurring an unacceptable delay.
