Description

The Missile Defense Agency (MDA) intends to award a sole-source, firm-fixed-price contract modification to Intrepid L.L.C., the incumbent contractor under contract HQ0858-20-C-0004. This bridge action will extend the

period of performance of the existing contract by six (6) months from April 15, 2026, to October 14, 2026, to prevent a disruption of mission-critical services. The extension will consist of one (1) three (3) month base and three (3) one (1) month option periods to be executed as necessary. The estimated value of this extension is $2,858,000. The contract modification is planned for award on or before April 14, 2026, to ensure no lapse in service. This bridge action is necessary to ensure the continuity of essential VIPC 2.0 services currently supporting multiple MDA functional organizations. These services include, but are not limited to, graphic design, multimedia production, photography, videography, presentation support, supporting high-level briefings, and fulfilling public affairs

requirements. These services are vital to the Agency's mission and cannot be interrupted. A lapse in service would result in mission degradation and unacceptable schedule disruptions while the competitive award of the follow-on contract, VIPC 3.0, is completed. This action is being conducted pursuant to the authority of 10 U.S.C. 3204(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency

requirements," citing unacceptable delays in fulfilling the agency’s

requirements. A competitive follow-on contract (VIPC 3.0) is currently under evaluation, but the source selection and subsequent transition will not be completed before the current contract expires on April 14, 2026. This bridge extension is essential to prevent a critical gap in mission-essential services. The incumbent contractor, Intrepid L.L.C., is the only source capable of continuing performance without incurring an unacceptable delay. The incumbent's experienced staff possess the required security clearances and are intimately familiar with MDA complex systems, processes, and operational
