Description

This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions. The Library of Congress (Library), Contracts and Grants Directorate (CGD), intends to award a sole-source, firm-fixed-price (FFP) contract to Waters Technologies Corporation (Mailstop SA 34 Maple Street, Milford, MA 01757). The work to be performed under the contract will be performed at the Library of Congress – Capitol Hill. The

period of performance (POP) of the intended contract shall be one 12-month base year and four 12-month option years. It is valued at an amount below the simplified-acquisition threshold (SAT) of $350,000.00, but above the public-notice threshold of $25,000. This Library seeks a comprehensive service agreement for its existing Wyatt Technology-branded detectors, comprising: DAWN (serial # 3829-D3HC), ViscoStar (serial # 707-V3), and Optilab (serial # 3850-OP1) detectors. The service-support agreement includes repair and replacement of parts and components, one on-site preventative maintenance inspection per year, and priority support by phone and email. This announcement constitutes the only public notice of this requirement. The Library is not requesting proposals are not from other parties and a written solicitation will not be issued. This public notice accomplishes the following: 1. Notice of the Library’s intent to make a sole-source award for this requirement to the business listed herein; 2. Synopsizing the

requirements in accordance with the FAR; and 3. Publicly posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after. As a result of this public posting, a second posting of the J&A is not required after the award has been made. As a result of this public posting, this shall be the only notice issued. A separate award notice and a separate J&A posting shall not be performed, as all public information is being by means of this public notice. The following

attachments are included in this notice: 1. Attachment 1: 2026-LGD-0038 Statement of Work (SOW) 2. Attachment 2: 2026-LGD-0038 JA (Redacted for Public Release) No further notices shall be pursued at this time in regard to this contracting action. Finally, the Library shall accept capability statements from other prospective businesses and review them for potential changes to its procurement direction.
