The Navy intends to contract on a sole source basis with Huntington Ingalls Industries-Ingalls Shipbuilding for two FF(X) frigates. FF(X)-class frigates are a new class of small blue-water surface combatants designed to operate within a bimodal/high-low fleet architecture, complementing larger, multi-mission capable platforms. This notice covers all efforts necessary to construct and deliver the first two FF(X) frigates, such as pre-construction planning, shipyard preparation, material, construction, engineering, testing, sea trials, systems integration, and provisioned item orders. In accordance with FAR 6.103-1, the
requirements described in this notice will be solicited from only one source because only Ingalls Shipbuilding possesses the unique and highly specialized capabilities necessary to meet the Navy’s
