Description

THE PURPOSE OF THIS AMENDMENT IS TO ATTACH THE AMENDMENT 0002 RFI RESPONSES EXCEL SHEET THAT WAS INADVERTENTLY LEFT OFF AMENDMENT 0002. THIS AMENDMENT ALSO REATTACHES THE AMENDMENT 0002 REVISED SYNOPSIS. TO VIEW FULL DETAILS AND ALL DOCUMENTS ACCESS THE PIEE SOLICITATION MODULE LINK FOR W912BU26RA022 BELOW I. CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE) Philadelphia District (NAP) plans to award at least three (3) separate Architect-Engineer (A-E) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to comprise one (1) Multiple Award Task Order Contract (MATOC) for A-E services to perform Geotechnical Engineering Services and Geo-Environmental Engineering Services. The total maximum shared capacity of the MATOC is $49,500,000. Work will primarily be performed within NAP?s boundaries (PA, NJ, NY, MD, DE), but could also infrequently include other states and districts covered by the USACE North Atlantic Division?s (NAD) mission areas, excluding Europe (ME, VT, NH, CT, MA, VA, WV, and the District of Columbia). Contract capacity may on occasion be lent to other USACE Districts for work in the above geographic areas. The contract will be negotiated and awarded with a five-year ordering period. Award of contract to the selected firms is anticipated in September 2026. The guaranteed minimum for the contract term for each firm is $10,000. This proposed contract is being solicited as Full and Open Competition with a Small Business Reserve. The Small Business size standard is North American Industrial System (NAICS) Code 541330, Engineering Services. The Government seeks the most highly qualified firms for this contract to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria as specified in this notice. If less than three small business SF 330s are received in response to the synopsis, those SB firms will be considered for evaluation in the unrestricted category. If less than three SB firms are determined most highly qualified to form a reserve pool, then those one or two SB firms identified as most highly qualified will be added to the unrestricted category for evaluation and consideration of award in the unrestricted pool. These contracts are being procured in accordance with 40 United States Code Chapter 11, ?Selection of Architects and Engineers,? as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6 (effective February 1, 2026, FAR Subpart 36.2). Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work.
