  • (ii) Statement of intent to use the two-step method This solicitation and resulting contract are utilizing a Two-Step Sealed Bidding procurement method as described in RFO Part 14.211. Step One is a request for technical proposals only, and offerors determined to be acceptable will be notified of Step Two via receipt of the Invitation for Bid (IFB) solicitation document.

Requirements of the technical proposal The technical proposal must include at least the following: Set up so that no additional explanations and information are required. Indication of the applied German Institute for Standardization, or Deutsches Institut für Normung (DINs), Regulations and Standards. Sketches/Drawings, if necessary. Submitted in English. Provided in electronic PDF format. Provide all information/documents requested in the technical

Evaluation criteria, including all factors and any significant subfactors Proposals will be evaluated to be "Acceptable", "Reasonably susceptible of being made acceptable", or "Unacceptable" based on the following technical criteria: FACTOR 1: Offerors shall show method of accomplishment and materials to be used. Offerors must submit a copy of specifications and materials proposed, describing how the project will be accomplished as required by the SOW. Proposed materials and methods must meet or exceed minimum applicable DIN standards.
