Description

Engineer, furnish, install, and test (EFI&T) a premises wiring upgrade to new plenum-rated Cat-6 and OM4 multimode (MM) fiber cabling for Building 145 (B145) at Malmstrom AFB, MT. The Cat-6 and OM4 MM fiber drop layouts are shown in Attachment A, Layout Drawings. The upgrade shall include installation and replacement of communications (comms) racks/cabinets, installation of new AC power with power distribution unit (PDU), and comms rack/cabinet grounding. The Contractor shall remove all existing outdated and abandoned-in-place (AIP) Cat-3/5 and MM fiber cabling, along with any residual materials, from the building and dispose of them accordingly. Amendment 0001: 1. A site visit has been scheduled for April 7th 2026 at 10:00 MST. The site visit will begin at the contracting ., Bldg. 145. Malmstrom AFB, MT 59402. 2. To Extend the Solicitation from April 6th 2026 to April 10th 2026 1:00 PM MST RFIs answered How many existing drops can be taken out of service while new cabling is being installed? This will have to be a phased plan with sections being done at a time. We have a pretty good idea on how we want it done, but we are open to working with the contractor to find the best solution. Please clarify the description “new/replacement”. Is an existing drop already in this location and we are removing the existing cabling or is this a totally new location? If some are new and some are replacement, what is the count of each? 90% will removing and replacing what is already there. There is a few area that require new drops to be cut in from existing cabling that is running out in the open. Section 4.7.3 mentions SIPRNet. We find no SIPRNet locations called out in the drawings. Will there be any SIPRNet locations? Figure ATT-2 (the last page) shows 8 SIPR drops and that they all will be redirected to CEL-2. Section 4.7.16 Generally, is the amount of cable known to exist about equal to the number of new cables to be installed or is there a large amount of previously abandoned cable to be removed? It is not equal as I know there is a room full of 66 blocks and cooper that will need to be pulled. It should state somewhere that all unused copper will be removed from the building. Is there existing backbone to the new rack locations? Is the contractor responsible for terminating, placing in patch panels, patch cords, etc.? There is no new rack location. It will be racking replacements and there is already a backbone there. Yes, for terminating to the patch panel. We will patch into the switch. See Attached SOO for full details.
