Verify on SAM.govThe 7th Contracting Squadron (7 CONS) at Dyess Air Force Base (AFB), TX, intends to award a firm-fixed-price sole source contract in accordance with Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of Commercial Products and Commercial Services and RFO 12.201-1 Simplified Procedures. This action is to approve a brand name justification for the procurement of a sustainment package and security payload upgrades for Ghost Robotics network-enabled robotic systems to support the 7th Security Forces Squadron. The required robotic systems sustainment and upgrades must be from Ghost Robotics to meet the Government's needs. As assessed by the technical subject matter experts, Ghost Robotics is required as the vendor to ensure compatibility with our existing infrastructure and to maintain standardization across the enterprise. Market research appropriate to the circumstances was conducted in accordance with RFO part 10 to determine the availability of commercial sources. This research confirmed that the Ghost Robotics Vision 60 platform and its operating system are proprietary to Ghost Robotics Corporation. A review of commercial sources and direct inquiry with the Original Equipment Manufacturer (OEM) confirmed that Ghost Robotics does not utilize authorized third-party distributors or maintainers for sustainment and hardware integration services. Therefore, to ensure system interoperability and prevent voiding of system warranties, the requirement is restricted to the OEM. As only one source is available, the Government will procure this requirement on a sole-source basis, utilizing the technical data gathered and an Independent Government Cost Estimate (IGCE) to determine that the final price is fair and reasonable. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by 7 Cons. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within ten (10) days of this publication.
