Repair of AN/ALQ-172 Traveling Wave Tubes

AN/ALQ-172 TWT REPAIR CAUTION: The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification

requirements to repair the following subassemblies: Table 1- AN/ALQ-172 LRU-8 Subassemblies AN/ALQ-172 NSN 5960-00-007-7071EW / PN 2612353, 2612353A001, 2612353G001 NSN 5960-01-504-3415EW / PN VTR5115A1-1 The level of security clearance and amount of foreign participation in this requirement has not been determined. The RMC/RMSC for each of the listed subassemblies is R3/R. RMC R3 indicates repair, for the second or subsequent time, directly from the actual manufacturer. RMSC R indicates the Government does not have adequate data, lacks rights to data, or both needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. The Government does not own or have access to the data for these items. The Government has determined that this system is a military unique item. The Government’s needs for repair services are required in order to support current B-52 electronic countermeasure mission

requirements. The items included in this RFI are part of the LRU-2 Transmitter, Countermeasures which is part of a suite of Electronic Countermeasure (ECM) equipment referred to as the ALQ-172. System design features of the ALQ-172 include full automation, multi-band coverage, simultaneous multiple threat recognition and jamming, and digital computer control, advanced jamming techniques, a high effective radiated power value, threat re-programmability, a high-gain antenna array, a threat warning display, dual Military Standard (MIL-STD)-1553 data bus interfaces and extensive built-in-test capabilities. The LRU-2 is the ALQ-172 PR transmitter that provides high power RF signals within the system supporting RF signal amplification, analog ECM technique generation, repeater techniques, and high power transmission. The LRU-2 contains four multipin connectors, five coaxial connectors, and ove waveguide interface. The connectors provide inputs and outputs for digital signals/buses, analog signals, RF signals and primary power. The LRU-2 contains eight digital/analog printed circuit card assemblies, a High Level TWT, a High Voltage Power Supply, a Pulser Module, a RF Memory Path, Advance Memory, a Low Voltage Power Supply, and a filter box assembly. There is one LRU-2 in both the forward (FWD) and rear (AFT) of the aircraft. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: The document(s) below contain a description of the BIT Limiter and Down Converter repair requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these

requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort: No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the Government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
