Bottom Line Up Front (BLUF) The Defense Health Agency (DHA) is issuing this special notice to announce a Virtual Reverse Industry Day scheduled for June 16-18, 2026. The focus of this event is for DHA Integrated Referral Management and Appointing Center (IRMAC) professionals to understand how industry manages, implements and operates Care Coordination across geographically dispersed locations with a diverse beneficiary population, and provides regionalized specialty care. DHA also seeks to understand processes that will divert purchased network care back to direct care for specific cases and procedures. The Government invites industry partners to showcase their best commercial practices related to appointing, referral management, and care navigation. DHA subject matter experts will provide limited

background information and the current state from 0900-1030 EDT on Tuesday, June 16, 2026. In addition to attending virtually, vendors will have the opportunity to present answers and industry solutions to “Attachment A, DHA Enterprise Referral Care Coordination Center

Questions For Industry” during a one-on-one session with DHA (see details below under “Registrations and Submissions,” item g).

Background and Current State Before DHA absorbed all Military Treatment Facilities (MTFs), each military department operated its own “mini” military health system with processes and procedures specific to the unique mission of each department while operating under the TRICARE umbrella. The DHA consolidation resulted in a decentralized patchwork of Care Coordination processes, procedures and contracts with non-interoperable region-specific practices, and dissatisfied beneficiaries. DHA’s brick and mortar healthcare system consists of 45 military hospitals/medical centers, 572 ambulatory care clinics, and 115 dental clinics located across 44 states, territories, and in over 10 countries. DHA provides direct and purchased network care to 9.6M beneficiaries around the world. 17 MTFs are responsible for 80% of direct care services. Furthermore, DHA offers limited virtual appointments and a Global Nurse Advice line, and also manages TRICARE, which is administered by two (2) contractors with differing processes and procedures. DHA also provides (and seeks to increase) care to Medicare-Eligible Retiree Health Care Fund (MERHCF) beneficiaries. Objective of the Virtual Reverse Industry Day Scheduled for June 16-18, this event will operate as a "Reverse Industry Day." Rather than the Government briefing draft

requirements to industry, this format provides a platform for industry to educate the Government. Scope of Requested Capabilities The DHA is specifically interested in presentations that demonstrate proven success and innovation in the following RC3 core pillars: Appointing Omnichannel patient scheduling capabilities, advanced schedule optimization algorithms, automated waitlist management, and intelligent appointment reminders that reduce no-show rates. Centralized Referral Management Automated routing, end-to-end tracking, streamlined authorization workflows, comprehensive managed care support for direct and network specialty care, and interoperability between direct and purchased network care and ability to divert one to the other. Care Coordination Patient navigation capabilities, continuity of care tracking mechanisms, performance metrics to support population health outcomes, seamless transitions between direct care and purchased network care and back, and maximization of MERHCF patients.
