Description

The Indian Health Service, Navajo Area, Crownpoint Service Unit in Crownpoint, New Mexico intends to restrict competition and negotiate an award with THERMO KING WEST, INC (UEI# D5MKDK3LHVK1) to upgrade a mobile VAN to install a vehicle-integrated HVAC system capable of maintaining environmental conditions suitable to safely and efficiently transport sterilized dental instruments between the Crownpoint Service Unit and its satellite dental clinics. The projected

period of performance is: Date of Award to one year. The applicable North American Industry System (NAICS) code assigned to this requirement is 811121- Automotive Body, Paid and Interior Repair and Maintenance with a small business size standard of $9.0. In accordance with RFO 12.102, for acquisitions valued at or below the simplified acquisition threshold, competition will be restricted due to an urgent and compelling need. Crownpoint Service Unit requires the procurement of a modified transport van that will be used to safely and efficiently transport sterilized dental instruments between the Crownpoint Service Unit and its satellite dental clinics. The transport van requires a climate-controlled cargo area to maintain the integrity of sterilized dental instrument packages during daily transport to satellite clinics. Excessive heat, cold, and humidity can compromise sterile packaging, promote condensation, and damage heat-sensitive dental supplies. A controlled interior environment helps ensure compliance with infection prevention practices, protects Government property, and maintains uninterrupted patient care by ensuring sterile instruments arrive at satellite clinics in a condition suitable for clinical use. At present, Crownpoint Service Unit is utilizing a loaned van from the Shiprock Service Unit to transport sterilized dental instruments to the satellite clinics on a daily basis. Shiprock Service Unit has notified Crownpoint that the loaned vehicle must be returned in the near future to support its own operational

requirements. This Notice of Intent to Restrict Competition is not a request for quotations, and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can provide the stated services may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than July 28th, 2026 via email to [email protected]. A determination by the Government on whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
