QUESTIONS AND ANSWERS Can the Government provide the manufacturer, model number, capacity, dimensions, voltage, control type, and available cut sheets for the existing fan coil units in Room 1171 and Room 3126B? There is no current name plate information on the existing units. Are mechanical, plumbing, HVAC, architectural, electrical, or as-built drawings available for these areas, including riser diagrams, piping schematics, equipment schedules, or electrical diagrams? No record drawings are available. Contractor is expected to perform a field verification of all equipment and materials required to complete this work. For the similar model of size and capabilities requirement, can the Government provide the manufacturer/model information, nameplate data, or photos for the reference units serving Rooms 1172 and 3126A? See below image. Are equivalent replacement units acceptable if they match the required capacity, dimensions, voltage, and utility connections, or must the replacement units match the existing manufacturer/model? Yes Please confirm whether new thermostats, controls, control wiring, control valves, actuators, strainers, unions, balancing valves, condensate components, or steam traps are required as part of the replacement scope. Condensate is gravity and actuator is pneumatic; wiring for new FCU s may be required per equipment. Please confirm whether the contractor is responsible for startup, testing, balancing, commissioning, and documenting chilled water and steam performance after installation. Contractor is responsible for start-up, testing, and balancing. Commissioning is not required for services contracts. Chilled water service only; steam is utilized for perimeter heating and is not associated with FCU s. Please confirm whether the work can be isolated locally at each fan coil unit, or whether a branch, floor, or full building shutdown/drain-down will be required for either location. The SOW requires the contractor to investigate this, but

pricing is significantly impacted by whether local isolation or full system reduction is required. No isolation at each unit; but will need to be included in the replacement. Service valves will need to be installed. If a branch, floor, or full building shutdown/drain-down is required, will the VA perform the shutdown, drain-down, refill, venting, and restoration, or is the contractor responsible? Facilities Management Service will assist in coordination and support area isolation/ drain-down as required. Will any shutdowns, LOTO, hot work, abatement, tie-ins, or restoration work need to be performed after hours, on weekends, or during premium-time periods? Weekend work will be required; contractors are responsible to comply with all medical center policies for LOTO, hot work, etc. The SOW references approximately 3 4 feet of potential ACM removal. Please confirm whether this quantity is per fan coil unit or total for both units. If ACM is suspected as part of this work, notify the COR and

Contracting Officer immediately. We do not believe the scope of this work to include ACM currently for the replacement of fan coil units and the connection of associated piping to existing copper piping. Has the VA completed any asbestos survey, sampling, or hazardous material report for the existing fan coil units, wall cavities, or piping insulation? If available, please provide the report. No report is available currently. Please clarify whether ACM is known to exist in the fan coil unit itself, pipe insulation, wall cavity, or adjacent work area, or whether the contractor should price ACM work as assumed/potential. No ACM is known to exist inside the FCU. Refer to the photos below. Existing copper piping is visible and is not insulated where this work would be required. Reinsulate existing piping where insulation is not present. Please clarify the extent of damaged chilled water piping and existing leaks to be repaired at each location. Are photos, drawings, or inspection notes available showing the leaking piping, elbows, fittings, and approximate replacement lengths? Suspected leaks have been repaired. Surrounding area has chilled water and major leaks have been addressed. This scope only includes the replacement of Fan Coil Unit equipment at each room identified in the

scope of work. For the B-2 unit, does the scope include replacement of any steam piping, steam valves, steam traps, strainers, control valves, or related steam components, or only new isolation valves and FCU replacement? No steam services these FCU s. Chilled water service only in both locations. Isolation on the 3rd floor is available; HVAC would assist with isolation/draining. Please confirm the number and type of new isolation valves required for the B-1 and B-2 units, including chilled water and steam service where applicable. Draining entire floor will be accommodated by FMS/HVAC through the area isolation. Area Isolation valves serving the area coming off of the main will not be required and are existing. This is typical to both areas. Service valves to each new unit will be required. Please provide pipe sizes, pipe materials, insulation type/thickness, valve types, and fitting
