Previous market research was conducted in 2024 to identify sources with sufficient subject matter expertise in radiation oncology, therapeutic medical physics, and quality and safety systems to meet NROP needs. It was determined that no radiation oncology or other vendors, including the providers of the main radiation oncology platforms, possessed the capabilities to meet the breadth of VA-specific needs. Moreover, the work required has numerous internal dependencies and is non-severable, therefore requiring a unique confluence of technical and subject matter expertise. The incumbent has successfully managed the services, including development and implementation, specifically for Veterans Health Administration (VHA) Radiation Oncology for more than ten (10) years. The foundational platforms and infrastructure were created in partnership with VA under prior contracts, including but not limited to HINGE and RIRAS and the community care portal. The aggregated domain and platform-specific capabilities honed over this time are substantial to the NROPs mission success These platforms are currently used across the NROP sites and VA more broadly.
