This is a Notice of Intent, not a request for quotations. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center, on behalf of the Department of Laboratory Medicine, intends to award a firm-fixed-price contract on a sole source basis to: Sakura Finetek USA, Inc. 1750 West 214th Street Torrance, CA 90501 The purpose of this acquisition is to obtain a preventive maintenance and service agreement for the Prisma Plus Automated Slide Stainer and Tissue-Tek Glas g2 Slide Cover slipper. These systems are critical to the NIH Clinical Center’s laboratory operations, which support patient care, clinical diagnostics, and biomedical research.

Period of Performance Base Year: April 15, 2026 – April 14, 2027 Option Year 1: April 15, 2027 – April 14, 2028 Option Year 2: April 15, 2028 – April 14, 2029 Option Year 3: April 15, 2029 – April 14, 2030 Authority This acquisition is being conducted under the authority of: FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency

Requirements Justification for Sole Source Sakura Finetek USA, Inc. is the original equipment manufacturer (OEM) and the only source capable of providing: OEM-certified preventive maintenance and repair services Proprietary software support and firmware updates Access to genuine OEM replacement parts Factory-trained and authorized service engineers Compliance with regulatory standards (e.g., CLIA, CAP) Only the OEM maintains exclusive access to proprietary service documentation, diagnostics, and validated performance

requirements necessary to ensure continued operation of these mission-critical systems. Market Research Market research has determined that Sakura Finetek USA, Inc. is the only responsible source capable of meeting the Government’s

requirements. No other vendors have been identified that can provide the required OEM-certified services and support. Interested Parties This notice is not a request for competitive quotations. However, any responsible source that believes it can meet the requirement may submit a capability statement. Responses must include: Company name and address Unique Entity Identifier (UEI) Technical capability demonstrating ability to meet all

requirements Evidence of OEM authorization (if applicable) Responses must be submitted electronically to the Contract Specialist no later than March 24, 2026, at 700AMEST.
