Description

Maintenance Dredging of Newark Bay This Sources Sought notice is for the dredging of up to 400,000 cubic yards (CY) of selected critical shoals from the Main, Port Newark, and Port Newark Pierhead Channels of Newark Bay. Dredging in these channels would be required to depths of -50 feet, -40 feet, and -35 feet Mean Lower Low Water (MLLW) plus 1-foot allowable over-depth. The dredged material is expected to consist primarily of silt and clay. Due to anticipated restrictions found in the New Jersey Department of Environmental Protection Water Quality Certificate, the proposed work can only be performed by utilizing a mechanical dredge with a closed clamshell environmental bucket. Additionally, multiple barges and tugboats will be needed to perform the work during the dredging, dewatering, and unloading operations. The dredged material would be required to meet all Federal, State, and approved local criteria required by the government agencies having jurisdiction where the placement site is located. All necessary permits required for the dredged material placement will be provided by the Contractor to the Government. The proposed work is anticipated to take place between September 2026 and February 2027. The estimated range of this project is between $25,000,000 and $100,000,000. The primary North American Industry Code (NAICS) Code for this project is 237990, Other Heavy Construction (Dredging).

THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 237990. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Any potential competitive solicitation(s) that may proceed from this notice will be posted to Sam.gov. All interested offerors will have the opportunity to respond to a solicitation announcement at a later time if and when a solicitation is issued. This notice is to assist the New York District, Corps of Engineers in determining potential sources for the work stated in this announcement. The following information is required: 1.
