Description

The U.S. Army Corps of Engineers, Wilmington District requires a contract to perform site preparation work for the improvement of deficient earthen berms that act as barriers between ammunition and explosive storage areas. Project is located at Military Ocean Terminal at Sunny Point (MOTSU), Brunswick County, North Carolina. AE locations are categorized into three general areas: North Rail Holding Yard, Ammunition Pads, and the South Rail Holding Yard. The project may include but is not limited to heavy tree clearing, sediment and erosion control, potential wetland mitigation (primarily in the North Rail Holding Yard) and significant earthwork to bring the earthen berms back in compliance with DA PAM 385-64 and DESR 6055.9 regarding minimum

requirements for explosive safe. The work includes rail spur berms and pad berms, some of which sit approximately one (1) to two (2) miles apart. In accordance with FAR 7.107-5, the Government intends to consolidate the rail spur berms and pad berms located at MOTSU. The consolidated effort will be solicited as 100% small business set-aside. The consolidation of both berm types identified is in the best interest of the Government. This consolidation meets the

requirements of FAR 7.107 and the benefits of the consolidated acquisition would exceed the benefits that would be derived from an alternative approach. Therefore, the Government found that consolidation is necessary and justified and this notice shall be available for seven days prior to the release of the solicitation for this requirement.
