Contracting Office (NCO) 09, hereby provides notice of its intent to award a sole source, firm-fixed price contract for the product/service listed below to a SBA certified Service-Disabled Veteran-Owned Small Business, Medical Graphics Corporation (MGC), headquarters out of Saint Paul, Minnesota. The contract is expected to be awarded under the authority of FAR Overhaul 16.507-6(b)(3) as a logical follow-on to an order already issued under the contract. An Exception to Fair Opportunity Memo has been prepared. The anticipated award date is no later than 03-30-2026. The contractor will provide the product/service listed below to the

place of performance listed on the cover page of this notice. Police Services is requesting upgrades to the existing Physical Access Control System (PACS) system to include hardware, software, and firmware with additional programming and support. These upgrades will ensure VA compliance with VA Policy 0730

requirements for door entry controls. TVHS currently has a contract (36C24926F0024) in place for the PACS system support and maintenance. This contract was awarded to Cynergy. All work is to be performed by Cynergy/JCI for the PACS system. Both Nashville and Murfreesboro Medical Centers work has always been procured through Cynergy for past contracts regarding the PACS system for these facilities. Johnson Controls would prefer to keep this structure in place and go through Cynergy on this project and future projects at both these VA Medical Centers. This will also keep the maintenance contract in place with any services and support on the existing and new equipment with JCI performing this upgrade project. Market research reveals that the required PACS system software upgrade service can be procured through an SDVOSB and two Large Businesses. However, through research and information provided by the service, only Johnson Controls and Cynergy have operated on the PACS system located at Nashville and Murfreesboro locations.
