The original BPA award was executed competitively by means of a 100% Total Small Business Set Aside for a contractor able to provide management, supervision, labor, materials, equipment, and supplies and responsible to perform efficient services. The purpose of this modification is to increase the total ordering ceiling of the BPA, as it represents a logical follow-on to the original order in the interest of economy and efficiency. As a result of inspections identifying mandatory repairs to remain compliant with regulations, it was determined a ceiling increase would be accomplished in order for fulfillment of mission
requirements to remain plausible for the remainder of the BPA
