This requirement outlines the provision of comprehensive, 24/7/365 local telecommunication services, including the contractor to shall furnish all necessary labor, materials, and equipment to provide local exchange access and associated features. The contractor is responsible for installing and managing all required transmission equipment and cabling to the designated government demarcation points, adhering strictly to all applicable Federal, DoD, and industry standards, and noting that aerial cable installations are prohibited. b. Procedures for Award: The Government intends to award a single source contract directly to the incumbent, Granite Telecommunications, LLC. This action is taken to ensure the continuation of essential, 24/7/365 local telecommunication services for Travis AFB. The legal authority for this non-competitive action is cited as an unusual and compelling urgency under 10 U.S. Code § 3204(a)(2). The critical need arises from the impending expiration of the current contract (FA442725P0001) on March 31, 2026, coupled with an unforeseen delay in the strategic, long-term plan to transition these services to the Defense Information Systems Agency (DISA).
