Contracting Officer U.S. Department of Commerce/NOAA Western Acquisition Division 7600 Sand Point Way NE, Bldg 1, Seattle, WA 98115 EMAIL: [email protected] Set-asides, if applicable: The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office, Western Acquisition Division-Seattle Simplified Acquisitions Branch, intends to award a firm-fixed price purchase order, on a sole source basis, under the authority of RFO FAR 12.102(a) and 41 U.S.C. 1901, with Nor’eastern Trawl Systems (NET Systems) for non-personal services to repair, maintain, and certify trawls, sampling codends, trawl doors, etc. for sampling gear including (but not limited to) Nordic trawls and any other acquired nets. Codes for services or supplies: NAICS 334516 Description:

• (i) The requirement is for Trawl Net Maintenance and Repair. The NWFSC requires net mending expertise and trawl net certifications to maintain consistency between sampling trawls. All nets are required to be certified; prior to deployment, which includes measuring all rigging, framing lines, seizings, benzels, lacings, and floats ;
• (ii) This presolicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s

requirements may submit substantiating documentation or a request for additional information in writing to the identified

point of contact before the due date/ deadline of this SAM posting. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
