Any contract awarded as a result of this solicitation will be "DX" rated order; certified for national defense use under the Defense Priorities and Allocations System (DPAS). This requires oxygen cleaning and requires Navy Source Certification prior toO2 cleaning. This applies only to NIIN 009331490. The resulting contract from this request for proposal/request for quotations will utilize Commercial Asset Visibility (CAV). See NAVSUPWSSFA24 or NAVSUPWSSFA25 for more details. FOB Destination Evaluation for the award of the proposed requirement will be based upon thelowest aggregate total price submitted for the total quantity, and delivery. Delivery date will also be a factor. Any asset for which the contractor does not meet the awarded delivery will incur a price reduction of 15% of unit price. This adjustment will be implemented via Reduction Modification at the expiration of delivery time. Price reductions made pursuant to this section shall not limit other remedies available to the Government for failure to meet required delivery. Desired, not required, delivery is 14 months. Delivery will be negotiated. However once agreed to on the award, that delivery is required.
