Pre-Solicitation Notice System for Award Management (SAM) Posting Notification of Intent to Publish a Full and Open Competitive Solicitation for DC Filter at NLR's Flatiron's Campus INTRODUCTION The National Laboratory of the Rockies (NLR) is the U.S. Department of Energy’s primary national laboratory for energy systems research and development. As the energy systems laboratory, NLR’s unique strength lies in developing and integrating a broad array of energy technologies into robust, resilient systems - bridging foundational research with practical applications to lower energy costs, drive economic growth, bolster national security, and deliver abundant and reliable energy.

BACKGROUND A DC filter is a powerful tool in power electronics and energy systems research. It can smooth out voltage or current ripples in DC systems and is particularly effective when used in conjunction with a Controllable Grid Interface (CGI) which can dynamically adjust system parameters. Procurement of a DC Filter will open a wide range of research opportunities, especially in the context of modern power systems and renewable energy integration. Key research areas include power quality improvement, grid-forming and grid-following control, advanced control algorithms, DC microgrid research, and hardware-in-the-loop simulations. DESCRIPTION: NLR intends to publicly publish for a period of 15 calendar days a competitive solicitation for the following: DC Filter - This project seeks to add a 4kA DC Filter within the CGI Yard. This filter will integrate with the existing 10MW 5kV DC output available in the CGI E-House. Filter Capacity: 4,000A Filter Topology: L-cmc-C Filter Passives: 6x 2mH inductors 2 windings common mode choke (2cmc) Mid-Point Grounding Includes Common mode choke Ancillary Components should include DC Distribution DC Protection Sensing and Control System Layout and Electrical Interfaces Please note that this solicitation is not ready to be issued as of this date. NLR will publish the solicitation on SAM.gov when it is available. The anticipated delivery date is: 8/1/2027 NLR expects the resultant purchase order to be a fixed unit price type agreement. All responsible sources may submit a proposal to the solicitation once posted. Electronic submissions to the public solicitation will be accepted prior to the response date and time, which will be publicized with the solicitation. Proposals,
