657-24-110JB FCA - Replace Roofs on Buildings 1, 52, 53 STATEMENT OF WORK (SOW) for CONSTRUCTION PROJECT: This contract is for CONSTRUCTION services for the work required to replace the existing roofs on Building 1, 52, and 53, per the contract documents created by the AE (Toland Mizell Molnar LLC). The purpose of this modification is to correct the Solicitation availability from December 30th, 2025 to January 8th 2026 and to correct the proposal due date to February 2nd, 2026. Description: Building 1 (FCA # 77963): The area of existing roofing needing replacement equals approximately 30,000 square feet. The existing roof membrane is on an elevated wood framed platform and is nearing the end of the expected life of the roof. Building 52 (FCA # 78376): The area of existing roofing needing replacement equals approximately 35,000 square feet. The existing built-up roof with reflective slurry mop has a large quantity of cracks and is nearing the end of the expected life of the roof. Building 53 (FCA # 78408): The area of existing roofing needing replacement equals approximately 24,500 square feet. The existing built-up roof with reflective slurry mop has a large quantity of cracks and is nearing the end of the expected life of the roof. The primary

objective of this project is the replacement of the existing roofs on Buildings 1, 52, and 53 at the St. Louis Medical Center, Jefferson Barracks. This roof replacement project is intended to rectify deficiencies identified in the current Facility Condition Assessment (FCA) Report (#77963, #78376, and #78408). The goal is to implement the roofing solution generated by the AE to ensure the Medical Center is able to continue to operate and deliver a high standard of care to veterans for years to come. For all three buildings, the

scope of work will include: Complete demolition and removal of the existing roofing systems, per the specifications and construction documents parameters. Installation of new roofing components, per the specifications and construction documents parameters. Generally, this will include roof deck insulation & new membrane systems, and any supporting components required to meet contract documents and potential necessary requests from St. Louis VA Medical Center, Jefferson Barracks during construction to account for differing site conditions. Note: Contractor to abide by all work &

requirements set in the final release for construction project drawings and specifications. Project shall conform to all Records Management and Privacy Language. The

period of performance for this project will be 365 days after NTP issue date. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, this procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only. The project construction cost range is between $1,000,000 and $5,000,000. The North American Industry Code (NAICS) for this procurement is 236220 with a small business size standard $45.0 million. The duration of the project is estimated to be 365 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. The offeror is responsible for monitoring and downloading any amendments from the SAM Contract Opportunities website, which may be issued to this pre-solicitation. In accordance with FAR 52.204-7, registration in SAM is required and in accordance with FAR 2.101, prospective contractors must be registered in SAM (System of Award Management) under the applicable NAICS. Additionally, in accordance with the Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration prospective (SDVOSB) and (VOSB) contractors must be registered in the VIP database which is now the Veteran Small Business Certification (VetCert) under the applicable NAICS. Firms may obtain SAM- information at http://www.SAM.gov and VIP information at Veteran Small Business Certification (sba.gov). The solicitation package and drawings should be available for download on or before Thursday January 8th, 2026 and the proposal due date will be on or about February 2nd, 2026. An organized site visit will be scheduled, and the information will be made available on time for solicitation issuance.
