The National Institutes of Health (NIH) intends to award a fixed price purchase order to Philips Healthcare Informatics, located at 4430 Rosewood Dr. STE 200, Pleasanton, CA 94588, on a firm fixed price sole source award basis to provide ultrasound maintenance to the National Institutes of Health. Philips Healthcare Medical Systems is the sole source of factory authorized support for the cardiac imaging system, Epiq7 Echocardiography system. The highly technical and proprietary nature of echocardiography imaging systems results in Philips as the only company with manufacturer authorized field service engineers that has access to authorized training, replacement parts, remote network diagnostics, and latest software upgrades necessary to maintain this system. The annual maintenance agreement provides telephone and on-site customer support for system unscheduled and scheduled maintenance. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT),
contracting officers may solicit from one source if the
contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the
requirements of FAR Part 6-Competition
