A PRE-SOLICITATION NOTICE The Department of Veterans Affairs, Network Contracting , 1901 Veterans Memorial Dr, Temple, TX 76504 and 4800 Memorial Dr, Waco, TX 76711 intends to issue a Request for Proposals (RFP) for a single, firm fixed price contract for Construction Services. The solicitation will be issued on SAM.gov on or about February 27, 2026, and will include the Statement of Work. There will be a pre-bid site visit; information and specifics to follow with the solicitation. Project Details: The Garland VA Medical Center is located at 2300 Marie Curie Boulevard, Garland, TX 75042. The existing boiler plant and energy supply at the facility is outdated, noncompliant, and cannot support future energy demands. This project shall construct a new energy center that will support existing and future facility operations. A Central Utility Plant Study for the facility was completed in March 2024, which contained a conceptual pre-design and analyzed current utility usage, desired utility capacity, potential energy center location, and plant equipment design options. This study is included as SOW Attachment #01. The utility as-builts obtained during this study are also included as SOW
Attachments #02 - #06. Revit files shall be provided to the Contractor post-award. The Garland VAMC energy center shall be a new, single-story, stand-alone, high-rise building to house all heating, cooling, fuel oil, bulk oxygen, and electrical generation equipment and storage, located in the northwest parking lot and connected to the main building by a walkable utility tunnel. The energy center will serve the existing hospital as well as the outlying, VA-owned building, 900 Shiloh. See the attached Design-Build SOW for specifics for this
requirements. A Peer to Peer SOW is also provided, to allow familiarization with what the peer to peer A/E contractor will be doing in assisting assessment of performance of the Design-Build contractor of record.
