The purpose of this acquisition is to procure Snow Removal Services at the Land Port of Entry, 934 International Bridge Plaza, Sault Sainte Marie, Michigan. The contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, and equipment to provide full Snow Removal services for the toll lanes and inspection areas at the International Bridge that crosses the St. Mary’s River between Canada and the United States. This requirement is being solicited under RFO 6.103, Only one responsible source and no other supplies or services will satisfy agency
requirements. The requirement is being solicited under FAR 6.103-1 because the territory in which the government is requiring service is co-located with land owned by the International Bridge Authority, which is maintained by the Michigan Department of Transportation (MDOT). A requirement of this contract is the contractor must respond to all snow events no later than 15 minutes after notification, 24 hours per day, 7 days per week, 365 days per year, so that the Customs Border Patrol (CBP) can provide a safe, high security area for travelers and maintain a safe area for staff to work. It is critical that the 5 toll lanes and inspection areas are concurrently kept clear from snow at all times and do not inhibit the flow of traffic: thereby allowing CBP to do their jobs as quickly and efficiently as possible. Since MDOT is fully equipped for this service at this location, they are currently the only responsible source to fulfill the government’s need within the required timeframe, with full service every minute of the night and day, across 5 toll lanes as well as all inspection areas of the Land Port of Entry, concurrently. The performance period for this requirement will be a one-year base with four one-year options, with an option to extend an additional 6 months. The estimated start date is November 1, 2026. The 2022 North American Industrial System (NAICS) code applicable to this project is 561790 with a size standard of $9 Million.
