The US Army Corps of Engineers, Rock Island District, intends to procure and enter into a a fixed-price contract with ITHAKA of New York, New York for the purchase of online access to JSTOR Arts & Sciences and Biological Science Journals on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by (FAR) RFO 12.102(b), Purchases not exceeding the simplified acquisition threshold and Only One reasonable available. The NAICS code for this procurement is 513120 with a size standard not to exceed 1000 Employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the

Contracting Officer in the form of a capability statement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed and must be furnished to the
