07/20/2026: GSA Leasing Support Services Max (GLS Max) Industry Day and Preproposal Conference The U.S. General Services Administration (GSA), Public Buildings Service (PBS), invites interested vendors to attend an Industry Day and Preproposal Conference for the upcoming GSA Leasing Support Services (GLS Max) requirement. As GSA prepares for the next phase of this requirement, the combined Industry Day and Preproposal Conference will serve as an important forum for GSA to communicate its purpose, mission needs, and acquisition planning considerations to potential industry partners. The event will also provide an opportunity to discuss the GLS Max Request for Proposal, which is anticipated to be released prior to the event. During the Industry Day and Preproposal Conference, GSA plans to provide an overview of the requirement, discuss anticipated acquisition

objectives, and engage with industry to better understand market capabilities, best practices and approaches to meeting the Government’s needs. The GLS Max requirement will support GSA’s leasing activities nationwide. The selected contractor(s) will be required to provide all management, supervision, materials, labor, supplies and equipment necessary to perform the services described in the solicitation. The requirement is intended to support all GSA/PBS zones by providing lease acquisition support services through task orders issued against no-cost Indefinite Delivery/Indefinite Quantity contracts. The purpose of this notice is to share the draft solicitation and give industry the opportunity to provide comments,

questions, and recommendations regarding the draft document. The Government does not intend to award a contract on the basis of this Special Notice/RFI or otherwise pay for the information requested; and responses will be treated as information only and not as a proposal. The GLS Max program provides transaction support for lease acquisition and related real estate services for GSA’s Federal tenants. GSA intends to award six (6) Multiple-Award (MA) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, two awarded within each of the three (3) zones, with contractors only being awarded one MA IDIQ. Each contractor is limited to a single award across all zones. Contractors will be compensated via private-sector commission payments from lessors. Contractors will provide management, labor, and expertise for the following Modules: CLIN 0001 (Module 1): Lease Acquisition (New, replacing, succeeding, superseding, Census, or disaster lease acquisitions) CLIN 0002 (Module 2): Programming and Lease Acquisition (New, replacing, succeeding, superseding, Census, or disaster lease acquisitions) CLIN 0003 (Module 3): Lease Acquisition + Post-Award Services. CLIN 0004 (Module 4): Deluxe Acquisition Services: Programming, Lease Acquisition, and Post-Award CLIN 0005 (Module 5): Lease Extension CLIN 0006 (Module 6): Lease Renewal (Addition and exercise of renewal).
