objective of the Department of War and the obligations in Executive Order 14222, “Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative.” The determination not to compete this proposed contract action is solely at the discretion of the Government. The Government has conducted extensive market research and determined that no other vendor possesses the unique qualifications, proprietary methodologies, and proven expertise required to fulfill this critical mission. Any information received in response to this notice will only be considered for the purposes of determining whether a competitive procurement in the future is in the best interests of the Government despite the results of the Government’s prior market research.
