Description

The Department of Veteran Affairs, Veterans Health Administration, Network Contracting , Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of repair and maintenance of surgical instruments and sterile containers for the Aesculap surgical instrument manufacturer, Fayetteville Coastal VA Health Care System (HCS), Fayetteville Health Care Center (HCC), Wilmington HCC, and Kiecker Clinic with TrillaMed, LLC. in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This purchase will be made under Acquisition of Commercial Products and Commercial Services and Other than Full and Open Competition as authorized by Revolutionary FAR Overhaul (RFO) 12.102(a) (Deviation OCT 2025). This is not a request for competitive offers, and no solicitation is available. Research identified that while multiple vendors advertise general surgical instrument repair capabilities, none besides TrillaMed are authorized SDVOSB distributors for Aesculap the OEM for a significant portion of the surgical instruments and Sterile Container systems used at this facility. OEM authorization is required to maintain product warranties and ensure instruments are repaired to manufacturer specifications. No other vendor was found with the combined technical capability, manufacturer partnership, on site repair capacity, or compliance with ANSI AAMI ST 79:2010, ISO 9001, and Aesculap s Instructions for Use (IFU) and are only available from a single source without an unacceptable delay or duplication of cost. No other type of items will satisfy agency

requirements. The Government intends to award the contract effective

28 March 2026 to TrillaMed, LLC.; 20300 W 12 Mile RD STE 103, Southfield, MI 48076-6408, SAM UEI: GW9FLBWB5625. The Fayetteville Coastal VA Health Care System 2300 Ramsey Street, Fayetteville, NC 28301-3856; Fayetteville Health Care Center, 7300 Raeford Road, Fayetteville, NC, 28304-6162; Wilmington Health Care Center, 1705 Gardner Drive, Wilmington, NC 28405-8873; and Kiecker Clinic 1055 Jabara Avenue, Seymour Johnson AFB, NC 27531-2311, Sterile Processing Service, requires the monthly repair and maintenance of the VA owned Aesculap surgical instruments and sterile containers. These services ensure that all surgical instruments and sterile processing equipment remain in optimal working condition to support ongoing clinical operations, maintain patient safety, and meet regulatory compliance standards. The required services include inspection, repair, sharpening, refurbishment, and maintenance of various surgical instruments and sterile containers currently in use within the facility. These services are essential to sustain operational readiness within the Operating Room and Sterile Processing Service.
